Current guidelines require pupils who need to be educated at a specialist school to obtain a statement of SEN in order to access funding.
Should the Bill be passed by Parliament, there is a concern that children whose SEN conditions are not obvious at birth could be overlooked, leaving them struggling in mainstream schools when dedicated specialist teaching is required.
